    2. Summary – The plan revealed two conclusions – 
      1. We have been operating well within the Department of Health.  We have a couple action items around well-head safety planning.  Otherwise we adhere well to DOH recommendations for water system management. 
      2. Our reserves for MRO (Maintenance, Repair, and Operations) are low and need to be improved (See item #4 below)
  3. Lead reporting requirements for EPA / Department of Health (Tony & Wayne)
  4. Special assessment for building reserves (Wayne and Ty)
    1. Reserves must account for well head replacement costs (~$50k).  Also need to budget for major infrastructure items past life expectancy are – Pressure tank (~$35k), and Well house (~$12k).  Minor items expecting replacement in the next 6 years amount to ~$6.5k.  Reserve target should be $103k.  Currently at ~$73.5k
    2. The Board approved a one-time assessment in July of 2025 for $312.50.  This amount, along with the metered rate system, will build our reserve goal over the next five years.  
  5. Metered water rates & online invoicing
    1. Metered water rates begin for the H2/2025 billing cycle

    4. Rate changes are – 
      1. Base rate increases from $250 to $300 per billing cycle
      2. Base rate includes 25,000 gallons of water usage
      3. 25,001 – 35,000 gallons charged at 1c per gallon
      4. Late fees increase from $25 to $50
  6. Revised by-laws recorded with Island County (Hank)
  7. Board elections (presided by Ty)
    1. In 2024 all board positions were elected at the annual meeting; the By-laws are two year terms.  
    2. The Board voted to stagger terms to ensure that there was no risk of vacating key positions in the same year.  The resolution is to elect the President, and both directors in even years, and the Vice President and Secretary-Treasurer in odd years. 
    3. Therefore the Vice President and Secretary-Treasurer positions will be up for election at this 2025 annual members meeting.  Both incumbents expressed interest in continuing in their roles.  
    4. Any Association member interested in running for these positions should declare their interest.  Candidates will have an opportunity to introduce themselves to the members and hold Q&A.  Afterward an oral vote will be held, unless a written vote is requested.  –  No members expressed interest in the open board positions.  Incumbents were re-elected.
